Provided by AGPThe dispute intensified after James Erdman III, a CIA whistleblower who previously worked alongside Tulsi Gabbard at the Office of the Director of National Intelligence between March 2025 and April 2026, testified before a Senate committee. According to reports, Erdman alleged that the agency had “[taken] back 40 boxes of JFK files and MKUltra files being processed for declassification by DNI Gabbard.”
He further claimed the move reflected “documented efforts to circumvent oversight.”
Reacting on social media Wednesday, Luna accused the agency of withholding records sought by lawmakers.
“The CIA has 24 hours to return the documents to Tulsi Gabbard’s office or else I will make a motion to issue a subpoena,” Luna wrote. “These documents have been requested by Congress.”
The congresswoman also suggested that individuals within the intelligence agency were “actively undermining” President Donald Trump and his executive order concerning declassification efforts. She additionally warned of “punitive action incoming.”
Following the allegations, several reports referred to the incident as a “raid.” However, ODNI spokesperson Olivia Coleman rejected that description, stating that “this is false – the CIA did not raid the DNI’s office.” While denying the characterization, she did not challenge claims that the documents had been removed.
Luna later clarified the situation, saying the CIA “took documents that ODNI has jurisdiction over” and emphasizing that the action “did not happen today and was not a ‘raid.’”
According to another report citing an intelligence source, the records had reportedly been removed during the 2025 government shutdown.

Public skepticism surrounding the case remains strong, with a 2023 poll indicating that a majority of Americans believe Kennedy’s death resulted from a conspiracy, reflecting wider distrust toward federal authorities.
